FISCAL NOTE
Senate Bill 311 (Act 2022-423 as enacted would require the Department of Conservation and Natural Resources (DCNR) to regulate deer enclosures. This could increase the administrative obligations of DCNR to adopt rules to implement the provisions of this act which could be offset, in whole or in part, by increased fee receipts to the Game and Fish Fund from the $2,500 registration fee, per enclosure, which may be adjusted annually based upon the percentage increase in the Consumer Price Index (CPI) and subject to approval by the Advisory Board of Conservation and Natural Resources and the Legislative Council.
Also, the provisions of this act could increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, and local jails by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by this act and the penalties imposed.
