FISCAL NOTE

House Bill 413 as passed the House of Representatives renames the Board of Dental Scholarship Awards to the Board of Dental Scholarship and Loan Awards and abolishes certain award programs administered by the Board, including the Rural Dental Scholars Program. Further, this bill would allow members of the board to attend meetings virtually, which could reduce reimbursement expenses, per diem and travel of the board by an estimated $300 annually for the board to meet virtually. Finally, this bill revises the penalties for breach of contract, ranging currently from 20% to 100% depending upon the number of years a loan was received, to provide that such penalty shall be equal to 100% of the remaining principal amount of all loans received by the recipient.
