FISCAL NOTE

House Bill 401 as introduced establishes the Pregnancy Launch Program to provide certain pregnancy and care plan coordination services to qualifying individuals as provided in this bill. This bill would increase the administrative and financial obligations of the Alabama Department of Public Health in Fiscal Year 2023 by: 1) an estimated $2.3 million annually to contract with one or more agencies to provide the required services of the Pregnancy Launch Program; 2) an estimated annual cost of $10,000 to establish a toll-free number for women to call to receive the resource assistance offers; 3) an estimated one-time cost of $1.6 million to upgrade the current system to administer, report, and coordinate this program. There would also be an annual maintenance fee of $45,000; 4) $995 per half day audit for annual audits of abortion providers and an additional $20,000 annually for additional staff; 5) an estimated one-time cost of $170,000 for personnel costs for the RFP process to review and manage the contracts required by this bill; and 6) an undetermined amount to adopt rules to implement this bill.

In addition, this bill could increase the obligations of the Attorney General’s Office by an undetermined amount to enforce the provisions of this bill. This bill could also increase the receipts to the State General Fund by $5,000 for each civil penalty levied as provided by this bill and to the State General Fund, the counties, and the various funds which receive distributions from civil court fees.
