FISCAL NOTE

House Bill 194 as passed the House of Representatives could decrease potential receipts to the Secretary of State and local election officials for certain donations provided for the purpose of funding certain election-related expenses.

However, this bill could increase the obligations of the Office of the Governor, when a public health emergency has been proclaimed, by an undetermined amount to accept donations and notify the public of the donations received on the Governor's website. In addition, this bill could further increase the obligations of the Office of the Governor, or the Office of the Secretary of State, by an undetermined amount dependent upon who will be responsible for distributing the donations received to each judge of probate.

This bill could also increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, and local jails by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by the bill and the penalties imposed.
