FISCAL NOTE

House Bill 467 as introduced provides for the regulation of inactive private investigators, private investigator apprentices, in-state and out-of-state, apprentice sponsors, and private investigation agencies by the Alabama Private Investigation Board. This would increase the obligations of the Board by an undetermined amount dependent upon the number of inactive investigators, agencies, and apprentices licensed and sponsors certified by the Board. This increase could be offset, wholly or in part, presumably by any application fee, annual or biennial license fee, renewal fee or sponsor certification fee established by the Board, or a fine of up to $1,000 per day for services that were provided by an individual or entity not licensed pursuant to this bill. The Board estimates licensing 150 apprentices, 460 agencies, and 100 inactive investigators and certifying 100 sponsors in the first year, which would increase receipts to the Alabama Private Investigation Board Fund by an estimated $72,500 in the first year, $7,500 in the following year, and $57,500 every other year thereafter.

In addition this bill could increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, and local jails by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by this bill and the penalties imposed.
