FISCAL NOTE

House Bill 474 as introduced would increase the obligations of the Alabama Department of Environmental Management (ADEM) by an undetermined amount to administer a recycle credit program; however, this increase in obligations could be offset, wholly or in part, by registration fees, established by ADEM under provisions of this bill, and civil penalties, up to $1,000 for each violation, to be allocated as follows: 1) 40% to the Solid Waste Program, 2) 40% to the Recycle Credits Program, and 3) 20% to the Recycling Fund.

Further, this bill will decrease receipts to the Alabama Recycling Fund, Solid Waste Fund, and ADEM by an undetermined amount dependent upon the value of recycle credits paid to offset solid waste disposal fees, as provided by this bill.
