FISCAL NOTE
House Bill 423 as passed the Senate could increase the administrative obligations of the Alabama Board of Medical Examiners and the Medical Licensure Commission by an undetermined amount to adopt rules that would: (1) regulate the provision of telehealth medical services by physicians and; (2) grant additional exemptions to physicians regarding the issuance of prescriptions for controlled substances, or impose additional requirements and limitations on the issuance of prescriptions. Further, this bill abolishes the special purpose license for physicians who practice medicine or osteopathy across state lines via telecommunications and would now require any physician who provides telehealth medical services to any person in this state to possess a full and active license.
