FISCAL NOTE

House Bill 70 as passed the House of Representatives could increase the obligations of the State General Fund by an undetermined amount to pay the fees for any attorney appointed by the probate judge to represent a respondent in a probate hearing to transfer the respondent from inpatient mental health treatment to outpatient mental health treatment and to pay other costs allowable by law.

In addition, based on information from the Department of Mental Health, this bill could decrease the obligations of the department by a small, undetermined amount associated with the transfer of a patient from inpatient treatment to outpatient treatment. However, any cost savings could be offset, wholly or in part, by an increase in the obligations of the department by an undetermined amount to cover the costs of outpatient treatment, if the patient is indigent.
