FISCAL NOTE

House Bill 397 as introduced provides for the regulation of process servers and process server trainers by the Alabama Private Investigation Board, with certain exceptions. This would increase the obligations of the Board by an undetermined amount dependent upon the number of process servers licensed and trainers certified by the Board. This increase could be offset, wholly or in part, presumably by any application fee, biennial license fee, renewal fee or trainer certification fee established by the Board pursuant to this bill. The Board estimates licensing 475 process servers and certifying 10 trainers in the first year, which would increase receipts to the Alabama Private Investigation Board Fund by an estimated $122,000 in the first year and $71,000 every other year thereafter.

In addition this bill could increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, and local jails by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by this bill and the penalties imposed.
