FISCAL NOTE

House Bill 131 as introduced will increase the expenditures of the Secretary of State's office by an estimated $50,000 to establish, and $25,000 annually to operate, a public notice website, or contract with a third party to do the same. This increase in expenditures may be offset, in whole or in part, by the fees collected by the Secretary of State from the authorized person or entity providing the notices to be published on the website.

Also, this bill would increase the obligations of each county commission and governing body of municipalities that elect to publish public notices online pursuant to this bill by a small, undetermined amount to publish a public notice regarding the change to Internet publication of public notices; however, these additional obligations could be offset, in whole or in part, by an undetermined amount by the decrease in expenses from no longer publishing registered voter lists in newspapers, as provided by this bill.
