FISCAL NOTE

Senate Bill 108 as substituted and reported by the Committee on Finance and Taxation General Fund makes supplemental appropriations of $143,299,887 from the State General Fund for the fiscal year ending September 30, 2022, in the following amounts to the following entities:

(a) $100,000 to the Legislature for reapportionment litigation expenses.

(b) $30,000,000 to the Alabama Trust Fund Board of Trustees to be credited as a repayment pursuant to Section 29-10-1, Code of Alabama 1975.

(c) $30,000,000 to the Alabama Corrections Institution Finance Authority (ACIFA) Program within Debt Service.

(d) $2,995,111 to the Bureau of Pardons and Paroles.

(e) $3,000,000 to the Department of Economic and Community, of which $500,000 shall be used for an economic development project in Crenshaw County, $2,000,000 shall be used for renovations at Anniston Airport, and $500,000 shall be used for a survey and evaluation of dams in Alabama.

(f) $500,000 to the Educational Television Commission for one-time capital outlay expenses.

(g) $5,300,000 to the Department of Forensic Sciences for a forensic laboratory in Dothan.

(h) $5,587,531 to the Department of Human Resources for the new SNAP and TANF system.

(i) $6,000,000 to the Department of Veterans Affairs for construction of new veterans' home.

(j) $9,500,000 to the Department of Agriculture and Industries, of which, $7,000,000 shall be used to construct a new laboratory facility, and $2,500,000 shall be used for rural utility infrastructure.

(k) $7,043,500 to the State Law Enforcement Agency, of which $1,000,000 shall be used to repair hurricane damage to the Orange Beach Marine Patrol facility and $6,043,500 shall be used for radio and communications improvements.

(l) $1,000,000 to the Department of Senior Services to open an elder abuse shelter.

(m) $2,500,000 to the Alabama Medical Cannabis Commission.

(n) $700,000 to the Department of Mental Health for a crisis residential unit in Region 7.

(o) $3,000,000 to the Alabama Department of Tourism, of which $2,700,000 shall be expended for the World Games, and $300,000 shall be expended for the Birmingham Convention and Visitor's Bureau.

(p) $7,377,000 to the Department of Environmental Management, of which $1,500,000 shall be used for the Coastal Program building at the Mobile Field Office, and $5,877,000 shall be used for state matching funds required for the Clean Water and Drinking Water State Revolving Loan Funds.

(q) $3,500,000 to the Alabama Forestry Commission, of which $1,500,000 shall be used to procure and maintain vehicles and equipment used for preventing and fighting forest fires, and $2,000,000 shall be used for an operational training center.

(r) $500,000 to the Alabama Historical Commission for an ecotourism study.

(s) $24,696,745 to the General Fund Budget Reserve Fund.

This bill also makes a supplemental appropriation from the following funds to the following Boards for the fiscal year ending September 30, 2022: (1) $222,465 from the Alabama Board of Examiners in Counseling Fund to the Alabama Board of Examiners in Counseling; and (2) $30,000 from the Alabama Board of Examiners of Assisted Living Administrators Fund to the Alabama Board of Examiners of Assisted Living Administrators.

Finally, this bill amends the FY 2022 General Funds Appropriations Act (Act 2021-479) to clarify the intent of the appropriation to the Department of Commerce.
