FISCAL NOTE

House Bill 50 as substituted and reported by the Committee on Ways and Means Education would establish, beginning with the 2022-2023 school year, a grant program, administered by the State Department of Education, to award funds to qualifying schools to provide feminine hygiene products at no cost to students.

For the 2021-2022 school year, there are approximately 91,000 female students in grades five through twelve at 417 qualifying schools. Based on the provisions of the bill, the maximum estimated initial costs to fully implement this program at all qualifying schools is $2.5 million; thereafter, the maximum annual estimated costs for this program is $2.1 million.

In addition, this bill requires the Department to develop procedures to administer the program which could increase the administrative obligations of the Department by an undetermined amount which could be offset, in whole or in part, if the Department assesses an administrative fee to administer the program.
