FISCAL NOTE

House Bill 311 as introduced would increase the obligations of the Alabama G.I. Dependents Scholarship Program by an undetermined amount by allowing dependents of veterans attending private two-year and four-year institutions to be reimbursed for tuition, books, and fees. The amount of the increase would be dependent upon the number of eligible dependents of veterans attending private two-year and four-year institutions which would be limited to the Department of Defense Tuition Assistance Cap (currently $250 per credit hour) and the $1,000 per semester cap on books and fees and after first applying for other federal, state, institutional and 3rd party scholarships awarded by the private two-year or four-year institutions attended. For Fiscal Year 2021, the average annual program cost was approximately $6,500 per student

This bill would also increase the administrative obligations of the Alabama Department of Veterans affairs by an undetermined amount depending on the number of additional students that apply to this program pursuant to the provisions of this bill.
