FISCAL NOTE
House Bill 46 as passed the House of Representatives would increase the administrative obligations of the State Department of Education to develop a State Seal of Biliteracy program for high school students demonstrating proficiency in English and at least one other language. This bill would also increase the administrative obligations of school systems that elect to participate in this program to: (1) maintain records to identify students earning the State Seal of Biliteracy, and (2) affix the insignia on the diploma and transcripts of each student that earns the State Seal of Biliteracy.
In addition, this bill provides that it is Legislature’s intent that no fee be charged to a student for this program.
