FISCAL NOTE

Senate Bill 125 as introduced proposes a constitutional amendment which, if ratified, would allow a state, county, or municipality to grant federal award funds or any other source of funding designated for broadband infrastructure to any public or private entity for the purpose of providing or expanding broadband infrastructure. Additionally, this bill would require any such grant funds to a private entity from a county or municipality to be approved at a public meeting.

In addition, this bill will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2022.

As amended and reported by the Committee on Fiscal Responsibility and Economic Development, removes the provision requiring the election to be held at the 2022 primary election, which would now require the election to be held at the 2022 general election thereby moving the proclamation expenses of the Governor to the fiscal year ending September 30, 2023.
