FISCAL NOTE

House Bill 220 as amended and reported by the Committee on Education Policy adds seven members to the Literacy Task Force which could increase meeting expenses of the board by an estimated minimum of $2,200 annually.

Further, this bill could increase the obligations of certain local boards of education by an undetermined amount by requiring elementary schools to implement reading programs that meet certain requirements; however, this increase in obligations could be offset, wholly or in part, by legislative appropriations.

In addition, this bill delays the implementation of the 3rd grade retention requirements under the Alabama Literacy Act until the 2022-2023 school year but would not otherwise affect state or local funding.
