FISCAL NOTE

House Bill 67 as introduced requires counties, municipalities, and fire districts to 1) reimburse copayments to certain law enforcement officers and firefighters employed by those localities for the treatment of post-traumatic stress disorder (PTSD), and 2) provide disability payments to those law enforcement officers or firefighters under certain conditions. These provisions would increase the obligations of counties, municipalities, and fire districts by an undetermined amount dependent upon: 1) the number of law enforcement officers and firefighters that would be reimbursed for copayments and receive disability payments for up to 12 months; 2) the number of counties, municipalities, and fire districts that would be required to obtain expanded medical coverage to comply with the provisions of this bill; and 3) the number of counties and municipalities that would be required to obtain workman’s compensation insurance to comply with the provisions of this bill.

This bill further provides that volunteer fire departments may elect to elect to reimburse copayments and provide disability payments to its members which would increase the obligations of each volunteer fire department that elects to participate by an undetermined amount.

In addition, this bill exempts the disability payments provided by this act from state income tax, which would decrease potential receipts to the Education Trust Fund by an undetermined amount depending on the number of law enforcement officers and firefighters that receive disability payments under the provisions of this bill. This bill further exempts any funds received as premiums for the coverage provided in this bill from insurance premium taxes, which would decrease potential revenues to the State General Fund by an undetermined amount.
