FISCAL NOTE
House Bill 65 as introduced proposes an amendment to the Constitution of Alabama of 1901 which, if ratified, would provide that any income from carbon credits generated from the management of Forever Wild Forest resources be credited to the general fund of the county in which the Forever Wild Land is located. This bill could increase receipts to any such county general funds by an undetermined amount dependent on the value of carbon credits sold from Forever Wild lands in that county.
Further, this bill will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2023.
