FISCAL NOTE

Senate Bill 221 as amended and reported by the Committee on State Government requires (1) one Deputy Commissioner of the Department of Corrections to be assigned as the Deputy Commissioner for Prisoner Rehabilitation and (2) one executive-level employee at the Board of Pardons and Paroles to be assigned as the Deputy Director for Parolee Rehabilitation, who shall be responsible for development, implementation and improvement of programs designed to reduce recidivism.

In addition, this bill establishes the 13-member Study Commission on Interagency Cooperation and Collaboration on the Rehabilitation and Reintegration of Formerly Incarcerated Individuals to develop strategies regarding recidivism and reentry and provide a report to the Legislature by the fifth legislative day of the 2022 Regular Session, upon which the commission will be dissolved. This will increase the obligations of the Legislature by an estimated $620 per meeting of the commission attended by the two legislative members of the commission.
