FISCAL NOTE

House Bill 249 as passed the House of Representatives caps the co-pay or cost-sharing amount an individual is required to pay for prescription insulin drugs at $100 per 30-day supply of the covered prescription insulin drug and establishes that this cap shall annually change in proportion with the prescription drug component of the Consumer Price Index. If the cap becomes less than the co-pay limits set by the State Employee Insurance Board, Public Education Employees’ Health Insurance Board, or Local Government Health Insurance Board, then the obligations of these entities would increase by an undetermined amount dependent upon the difference between the cap and the co-pay limit set by the plan and the number and type of claims for insulin drugs.
