FISCAL NOTE

Senate Bill 182 as introduced could increase the obligations of the Secretary of State by an undetermined amount to adopt rules or implement procedures to identify small or disadvantaged businesses and annually report to the Chief Procurement Officer within the Department of Finance.

The bill could also increase the obligations of the Chief Procurement Officer by an undetermined amount to 1) maintain a database of information regarding such businesses operating in the state; 2) identify and record goods and services that may be purchased from these businesses; 3) determine the proportion of procurement contracts awarded to these businesses; and 4) annually report a summary of the information to the Contract Review Permanent Legislative Oversight Committee.

The provisions of this bill are contingent upon enactment of SB77/HB171 of the 2021 Regular Session, creating the Office of Chief Procurement Officer.
