FISCAL NOTE

House Bill 459 as introduced allows nonviolent offenders in county and municipal jails to earn a reduction to their sentences for picking up litter which could decrease the obligations of county and municipal jails by an undetermined amount, dependent upon the number of inmates that qualify and participate and subsequently have their sentence reduced per the provisions of this bill. This bill could also increase the administrative obligations of county sheriffs and municipal police chiefs to establish policies to implement the provisions of this bill within 90 days of enactment.
