FISCAL NOTE
Senate Bill 290 as introduced proposes a Constitutional Amendment which, if ratified, would prohibit the Governor and executive agencies from entering into contracts or other binding agreements that imposes an obligation on the state for more than two years or more than $5 million, without the approval of the Legislature.
This bill will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2023.
