FISCAL NOTE

House Bill 105 as introduced would provide for the appointment of one additional member to the State Ethics Commission, which would increase the obligations of the Commission by an estimated $1,840 annually for per diem and travel expenses to attend commission meetings.

Further, this bill would authorize the State Ethics Commission to issue additional administrative and civil penalties which could increase receipts to the State General Fund by an undetermined amount dependent upon the number of cases in which a penalty is assessed and the amount assessed.

In addition, this bill establishes additional penalties for violating provisions of the Alabama Ethics Act which could increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, local jails, the district attorneys, the Department of Corrections, and the Bureau of Pardons and Paroles by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by this bill and the penalties imposed.
