FISCAL NOTE

House Bill 21 as introduced proposes a Constitutional Amendment which, if ratified, would authorize the Legislature to call itself into a special session. This constitutional amendment will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2023.

Further, this constitutional amendment could increase the obligations of the Legislature by an estimated $360,000 for each special session called by the Legislature.
