FISCAL NOTE

House Bill 148 as introduced increases the per diem rate from $35 to $100 for members of the Boards of Equalization in counties in which the total assessed value of all taxable property does not exceed $80 million. This will increase the compensation expense of Boards of Equalization in counties that have a total assessed value of all taxable property of less than $80 million but more than $30 million by an estimated maximum of $29,250 per year and will increase the compensation expense of Boards of Equalization in counties that have a total assessed value of all taxable property of less than $30 million by an estimated maximum of $15,600 per year.

Further, this bill increases the annual total allowance for mileage from $600 to $1,000 for members of the Boards of Equalization in counties in which the total assessed value of all taxable property does not exceed $80 million. This could increase the mileage expense of Boards of Equalization in each of these counties by an estimated maximum of $1,200 annually.

Finally, this bill removes the current percentages at which the state, counties, and municipalities pay the compensation of the members of Boards of Equalization, and instead provides that the compensation shall be prorated in each county’s mapping and appraisal budget based on the proportion of the net real and personal property taxes remitted to each agency in the county compared to the total amount received by all agencies of the county. This alteration in funding could increase or decrease the level at which the state, counties, municipalities, and other agencies of the county fund the compensation of board members by an undetermined amount dependent on the difference in the calculation of current salary expense of board members and the new formula for calculating the salary of board members provided by this bill.
