FISCAL NOTE

House Bill 88 as introduced requires local boards of education to provide feminine hygiene products in each women’s school restroom beginning with the 2022-2023 school year, for grades five through twelve, at no cost to students. This bill would increase the obligations of the local boards of education by an undetermined amount dependent upon: (1) the number of feminine hygiene products purchased, (2) equipment needed to dispense the products, and (3) the cost of the products.

For the 2020-2021 school year, there are approximately 218,000 female students in grades five through twelve at 1,293 schools.
