FISCAL NOTE
House Bill 178 as passed the House of Representatives proposes a Constitutional Amendment which, if ratified, would: (1) allow the municipalities authorized by Amendment No. 8 of the Constitution of Alabama of 1901, to levy and collect the special ad valorem tax also authorized by Amendment 8, to directly pay the costs of public capital improvements, as well as to pay debt service on bonds, warrants, and other securities issued to finance improvements; and (2) validate any prior levy of the tax for these purposes.
This bill will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2023.
