FISCAL NOTE

House Bill 16 as introduced provides that certain current law enforcement officers, and all trainees, receive at least 16 hours of mental health awareness instruction, as a continuing education requirement and for graduation from an Alabama Police Officers Standards and Training Commission (APOSTC) law enforcement officer academy. According to APOSTC, this bill would increase the Commission’s obligations by an estimated $862,000 annually, and take three years to implement the training.

This bill would also increase the financial obligations of the various law enforcement agencies for travel expenses and backfilling positions of those incumbent law enforcement officers required to receive this training in accordance with the provisions of this bill.
