FISCAL NOTE
Senate Bill 91 as introduced would increase the obligations of the Attorney General, the Alabama Law Enforcement Agency (ALEA), the Administrative Office of Courts and the Peace Officers' Standards and Training Commission (APOSTC) to develop and promulgate a uniform reporting system to identify racial profiling as required by this bill by January 1, 2022. This bill would further increase the administrative obligations of the Office of the Attorney General for the review of reports and the reporting of findings related to searches and detentions subsequent to traffic stops by law enforcement officers. This bill would further increase the administrative obligations of ALEA and APOSTC for the review of reports related to injuries of law enforcement officers in the line of duty and will also increase the obligations of state and local law enforcement agencies related to the additional record keeping and reporting requirements of the bill.
Failure to comply with the provisions of this bill could result in the Attorney General recommending or ordering the withholding of funds from state and local law enforcement agencies until the training required by the provisions of this bill regarding racial profiling have been met.
