FISCAL NOTE
House Bill 166 as introduced provides for the assessment and collection of an additional $10 court cost in all criminal, civil, traffic, small claims, juvenile, and family court cases filed in circuit and district court in Baldwin County to be paid to the Baldwin County Commission which would increase the revenues of the commission, assuming full collections, by an estimated $344,336 annually, based on the average total number of cases filed annually in circuit and district court, in Baldwin County, for the period 2015 to 2019.
Further, this bill requires the commission to distribute these court costs to the circuit court and district attorney for the creation and administration of a mental health diversion program. According to the Alabama Administrative Office of Courts the estimated annual operating costs for a mental health court in Baldwin County is $114,508.
